Hemorrhoids : The most likely cause: hemorrhoids , but she needs colonoscopy to rule out other abnormalities ( polyp, ulcer, fissura, tumor, etc). Take her to gastroenterologist.

Rectal bleeding: I agree with dr. Boris, a colonoscopy is the next test to help diagnose the problem. For routine health maintenance, it is recommended a colonoscopy at age 50. Ask your regular doc for a referral. A GI doc or general surgeon will be able to perform this outpatient test. Be well.
