Depends: There are a number of reasons that would necessitate a visit to the ed. If there is non-symmetric eye movement, double vision, change in visual acuity, if there was loss of consciousness, unexplained weakness or numbness, slurred speech, headache, nausea or vomiting, unsteady balance, bloody nose or blood from the ear, etc.

Hematoma: Your description sounds like a hematoma or localized collection of blood after trauma. If she has no other symptoms and idiom is normal, then you could observe her and ice the area. If any other symptoms occur or it worsens, she will need to go to the er.
