No.: Not for most people! unless you have major liver or kidney disease it is not. But intake should be slightly less than 1 gram per 2 pounds of body weight, after which will help your low carb diet, but will not help increase muscle mass if exercising!

No consensus but...: It is probably more common for people to get too much protein rather than not enough, but there is no consensus as to what constitutes too much. 30-60 grams of protein is enough for most people but many americans get 100-160 grams a day.
