No: The color of the bee does not determine the color of the sting area. A black dot could be: a bit of blood escaped from capillary beds due to trauma and venom; a retained stinger; or, it could be a small area of tissue necrosis (cell death). With bees, it's likely one of the first two scenarios. Brown recluse spiders are more likely to cause the latter, though it's relatively uncommon even then.
