Hyperventilation: Sometimes when a person is coughing hard or prolonged, they can hyperventilate. This can lead to tingling in the extremities.

Neuropathy: It is possible that you are having compression of cervical vertebrae during coughing, in which case this needs imaging studies for evaluation. If due to hyperventilation and subsequent physiologic hypocalcemia you would have to be coughing forcefully for a long time unless your calcium was already low. See a doctor and be evaluated.
