White spots: These are called depigminted spots and are not usually cancerous. If you are concerned about these, you should consult a dermatologist.

Probably not: After the age of 30-35, the most likely cause for blotchy skin lesions you describe would be a benign condition called seborrheic keratoses. Nevertheless, if you are concerned, the safest course would be to have your doctor check them out, and possibly biopsy one or more.
