Yes: You have to be able to consent for laser hair removal so you need to be 18. If parents want to do it on a teenager, they would need to be there. For teenage girls, i recommend that they have their period for two years regularly before beginning laser hair removal. This ensures that hormones are working the way they are suppose to.
