No: Technically keloid is a benign tumor of scar tissue. Blisters are fluid filled structures that form on the skin in response burns, friction or other trauma. Keloids are more common in people with darker skin types and come about as an exaggerated response to wound healing.

Over active scarring: A keloid is a scar that grows outside the normal margins. It is more common in people with color, such as vietnamese, american indians. It can be treated with silicone pressure dressings, and or steroid injections.
