Not entirely: Coumadin (warfarin) has numerous interactions with other drugs which in the majority of cases makes the inr too high and can cause bleeding. While this is not a huge issue with celebrex, (celecoxib) you have the other factor: all nsaids can cause stomach bleeding, and such bleeding is worse in patients taking coumadin. Celebrex (celecoxib) somewhat safer than others, but not completely. Discuss risk/benefit w yr doctor.
