Can happen: If done properly the occurrence of an infection should be rare. Remember however that cellulitis refers to inflammation and does not have to have an infectious component at all. In your example this is more likely the case from the immune reaction developing to the injected substance. That reaction is mediated by cells and proteins that cause inflammation.
