Maybe not: By age 14, if it were going to, the foreskin should have loosened up enough such that it would be easily retractable for good penile function and hygiene. If the foreskin is too tight (i.e., phimosis) it can cause difficulty voiding, repeated infections beneath it, pain with urination and/or erections, among other problems. If significant symptoms are present, circumcision should be considered.

It possible: By the age of 17, 99% cases of phimosis should resolve and the the foreskin should be retractable. In some cases it might be a result of balanitis (inflammation of the penile gland). I would recommend to check with your doctor on the annual physical exam.
