Not necessarily: It depends on how your total cholesterol is made up. The HDL portion is considered more protective, and the LDL portion is considered more atherogenic (more likely to cause cholesterol buildup in the arteries). If your total has a high HDL and a low ldl, the overall general pattern is considered more healthful than a high LDL and low HDL pattern.
