No: Dilated perivascular space is not a typical finding on MRI for ms. Subcortical "white" matter plaques are the classic findings. Moreover, the lack of change over time is reassuring. Sometime a lumbar puncture with appropriate testing can be helpful in making the diagnosis.

Not at all: Nondiagnostic for any disease. Your description of the MRI is NOT consistent with MS.
