Is it ever ok to have a heart rate of 160 doing moderate activity? i'm 45, fair/poor health, and don't take any meds that should effect that

OK number: If you are relatively sedentary, that heart rate is certainly possible. The calculated maximum heart rate for a 45yo, would be 175.

Heart rate: That rate is pretty high at your age for only moderate activity. As you implied, there are certain meds which can raise the heart rate, and also certain chemicals like caffeine. If you have hypertension as well, then it would be good to see your doctor who might consider doing a stress test and maybe a holster monitor. If all is normal it may just be due to deconditioning.
