Scan needed: I trust your family doctor referred you to a pediatric neurologist, and an MRI scan of the brain has been done already. The combination of angry and seizures suggests that something may be going on in the temporal lobe. Anything serious such as a tumor or infection would probably show up on an MRI so make sure he gets a scan if this has not been done. If scan normal - check for pseudo-seizures.

?seizures: Rapid eye blinking may be normal during anger. They can also be part of a seizure. Is he responsive during his anger or is staring and not responsive. Speak to his neurologist who may want to do an eeg during which he can be made angry, to see if his eeg shows seizure discharges.
