Depends: Depending on how badly the tooth was chipped, a filling may not even be the best course of treatment. If the tooth can be restored properly with a filling, the way your teeth come together will also affect how long a filling can last. Furthermore, if you grind or clentch your teeth will also make a difference.

Depends: Depends on how large the chip was, how the white filling was placed, and how good your home care is. I have seen them last a couple of years and some have lasted 30 years. If it doesn't last very long, then a crown is probably needed.
