Inhalers: Good point and it was an issue when they decided to remove the prematin mist from the otc shelves and now no one has a generic inhaler available. The fda is aware of that, but i wish i had any hope in giving you good news on this matter.

Congress: The problem with inhalers is that it is difficult to design an inhaler that delivers the stated amount of drug +/- 5% over the entire 120 or 200 puffs of the device. This requires clinical trials that cost hundreds if millions of dollars. The real problem in health care costs is the multimillion dollar salaries of health-related executives. There is no simple solution in a capitalistic society.

Lawmakers: When you invent the telephone & get a patent, the law gives you time to recoup your development cost before anyone can copy it.This allows for monetary success to follow innovation.Same for drugs/drug delivery systems. They take years & millions to develop. The stringent requirements of the FDA add to costs. When their patent runs out, generics can be made. End patents & we will get no new drugs.
