Possibly: Often inhalers can cause "bronchospasms". This is more common with powder inhalers than metered dose inhalers.

No: Asthma is a genetically influenced condition which is marked by episodes of wheezing caused by triggers. Some inhaled medications in a powder form are not tolerated by asthma patients as the particles may trigger their wheezing. So in one sense, an asthma patients wheezing can get worse if they use but don't tolerate this form of medicine delivery, but it did not "cause" asthma.
