Is there a type of surgical procedure other than circumcision to cut the line that holds the foreskin to the penis?

See Urology: Could 'snip' in office procedure, and they would be best ones to ask about risks / 'benefits' (?) of it.

Talk to MD: Consult a urologic surgeon to discuss this problem. If the line (frenulum) that you are talking about needs trimming it may be possible to do it without a full circumcision.
