WNL: It is within normal limits.. It depends on how inflamed your gums were before the cleaning, and how much calculus you had built up. The hygienist does his/her best to get your teeth spotless, and that sometimes leaves them a bit beat up. I'm sure you will be just fine in a few days.

Yes: Especially if the hygienist was very thorough. The symptoms should pass within a week, and meanwhile, please continue your good brushing and flossing routine.

No not normal: But, while it is not "normal" to have swollen and tender gums after a dental cleaning, because most regular recievers of dental cleanings are looking after their mouths well, if may be that you have severe problem which when treated are tender afterwards. Please speak to your dentist about this. Generally folks feel a lot better after cleaning than before. Infested gums heal slowly.
