Foot drop: I think what it means is that you still have some residual function of the nerve in your foot if you can lift it up. Complete foot drop indicates complete nerve dysfunction.

Yes: If this is a new symptom it warrants evaluation today. There are several possible neurologic causes some of which are more serious than others. If this is an ongoing and intermittent issue the list of possible cause changes a little but it still should be evaluated soon to prevent further neurologic decline.
