You're right: He was fully "healed" 12 weeks after his bypass but the mind & body heal at different speeds. Exercise is essential but he also may have depression that needs treatment.

CABG : Bypass surgery is purposed to improve quality of life. Your dad should be walking at least half an hour a day and being active to a good quality of life.

Cardiac rehab: CABG improves both survival and quality of life. If your father has not attended cardiac rehab i strongly recommend to join the program. This will improve his confidence and his physical abilities to exercise more. He should discuss this with his cardiologist.
