Toddlers: Yes. This can be normal. It can also represent some significant emotional trauma. You are the parent. It is your duty to teach this child how to live in the world and discipline is part of the parental role. I would also ask the baby's doctor if they are worried by this behavior.

Of course not.: Even at 18mo, needs to know consequences to actions. Needs timed out (by age, for about 3 minutes) in empty playpen, with reinforcement of not hurting animals on way in to pen and when taking out to be nice to them. If persistence does not improve conduct, be sure he is not being abused by anyone, and discuss with your pediatrician.
