Bipolar: Kids with bipolar illness tend to have aggressive tendencies and cruelty to animals is one sign of indiscriminate aggressive acts with lack of remorse. Discuss this with her therapist for advice.

It's not good: What you described has been considered by some experts as an indicator for more severe problems later on in life. Cruelty to animals is not that uncommon, and there are professionals out there who know what to do about it. Animals must be kept away from your daughter at all times. Also, a system should be in place ahead of time to deal with such behaviors. I am sorry that your daughter has this.
