Burn Blister: If the blister is intact, leave it alone! the skin underneath the blister is actually healing while the blister protects it from further damage and infection. Use sterile white petrolatum or petroleum jelly and a light gauze wrap to protect it until it bursts on its own (this can take days).

Burn Blisters: A blister indicates a second degree burn. If the blister is large it may need to be drained and debrided. The burn wound needs to be kept clean and dressed to protect the area from infection. Various topical ointments or creams can be used. Unless the burn is very small you should seek medical attention to prevent infection and heavy scarring.

Protect it: An unpopped blister represents a closed sterile environment. Yes on occasion one can become infected then it is time to open it, however the risk of infection in a dressed open wound is still higher than that of an intact blister. The blister will gradually resolve with time i wouldn't use an ointment on blisters at all.
