No indication, yes: Every bunion do not need surgery , most of the time treated with proper shoes , and by correction of posture , so surgery is not the first choice. If it is painful , unable to wear the shoes, shape of foot is bothering you take a second opinion , go to a pediatric . Or orthopedic surgeon who performs the surgery frequently , recommended by friends and family ( including your primary care doctor ).

Surgery: Yes the doc can say that. If you do not have pain not alleviated by palliative methods (and posture isn't one of them ) like shoe changes , etc. Then that surgery is not medically indicated. That's a good doc to tell you that.
