A tough situation: This is a tough situation and a social dilemma. The first thing is to get information about the tumor type. Remember not all brain tumors are lethal. There are many that are curable. The patient needs to know his options. The patient himself should be able to make an informed decision. If the patient is a child, then social workers and child protective services can help out.

Legal system: If your friend is an adult his mother can't stop him from getting medical help. Just take him to a physician who can treat him. He must have already seen someone to get a diagnosis of brain tumor. If he doesn't want treatment and his mother goes along with that, you probably can't help. For a child, let the child welfare authorities know of a failure to treat and they will investigate.
