Depends: This can be correct as long as it's an informed decision. If there's reason to suspect other pelvic conditions such as endometriosis, then going direct to laparoscopy may be your best bet. Tubes can eb checked at laparoscopy too. Otherwise, i always offer the hsg first.

Both simultaneouly: Doctor has to do laparoscopy and than inject the dye in the uterus and under laparoscopy visualize both tubes to see the patency.
