Probably not: Peroxide is used for oral/ throat hygiene. Short term, it appears not to cause harm. Hard to tell about long term, but I am not aware of any.

Usually no: Peroxide will not erode enamel in the limited nightly contact during gargling, but it does help disrupt and disturb bacterial colonies in your mouth. If you have some exposed root surfaces, the peroxide might make these teeth a little sensitive.
