Possibly!: Testicular torsion is an emergency! without urgent treatment you could possibly lose that testicle. Even with urgent treatment there is a chance that testicular function can be significantly altered. Get to the er asap!

Yes: When torsion occurs surgery is indicated to prevent strangulation of that testicles and relieve severe pain.
