No : Could be tube extruding or the infection. If it continues have his pediatrician have a look.

Probably not: Bloody drainage with tubes in place is a sign that they are either falling out or have developed some granulation tissue, scar-type tissue that bleeds a lot. It usually isn't dangerous. Typically a person with bleeding from the ear in a setting with tubes should be placed on a steroid-containing antibiotic ear drop. Call your ENT to see what they recommend.
