?Blocked lacrimal?: It is possible this is a blockage of drainage from the lacrimal ducts which produce tears. See an ophthalmologist and get this evaluated. Good luck.

Consider blepharitis: Blepharitis can cause crusting and swelling of the eyelid that gets better as the day goes on. See your eye doctor to see if this is what you have.
