Symptom free?: If her symptoms are gone after a day or so, then i would do nothing. If the redness or tearing persists, or certainly if the vision is not normal, then she should see an ophthalmologist.

Scratch: Rinse it out with tap water, eye rinse is even better. If still irritated in a few hours, she will need to see the eye md to get some antibiotic ointment for the abrasion. Hope she feels better soon!
