See a dermatologist: Acne at this age is not uncommon, but can be a source of stress and anxiety. If proactive is not working as indicated , then see your doctor for evaluation and care. There are lots of effective prescription medications that can be used to treat acne. Consult with the doctor to see which is best for him. In the main time avoid any scrubbing as this worsen/ may result in scarring. Take care.
