What can make a person extremely dizzy all the time after having a full exam by doc and every possible medical test done with everything normal?

Anxiety: I see anxiety as one of your conditions, so it may very well be the case. Anxiety leads to hyperventilation - fast, shallow breathing that in turn can cause dizzy feelings. Sometimes treating anxiety causes the dizziness to go away rather than chasing dizziness as the primary disease.
