Keep at it: The best thing to do is concentrate on curls and extension exercises of different types. Use heavier weights and less reps to get bulk... Rather than lighter weights with more reps -which is better for trimming down on flabby arms. Be sure to eat right. From personal experience... Triceps are difficult to 'fill out.' they are tough to get bulky, and tough to maintain the bulkiness. Good luck.
