Red dots: Red dots on soft palate can sometime indicate a strep throat. Have your child checked with a throat culture.Otherwise, it is a benign condition which can be caused by spicy food.

Probably normal.: Probably from too hot liquids or spicy foods irritating these normal palatal glands.
