No: Nope - the administration of the anesthesia you get is completely separate from any pain you experience. The entire point of administering anesthesia is to prevent you from feeling pain during the procedure!

Not really: I'm assuming this is a cystoscopy to be done under anesthesia. Typically this is done either under spinal or general. If you are under general, you should have no recollection of the procedure. It's not generally too stimulating a procedure, as surgeries go, when compared to incision. A difficult insertion should not affect this, though it may cause more post-op pain.

Done while awake: Cystoscopy is actually often done while you are awake...The catheter/camera is coated with the anesthetic gel and that is all the is needed. It is not a fun procedure, but should not be terribly painful. Mild stricture should not be too bad. If you have severe stricture, you probably have symptoms of it...Like very weak and difficult to stream out urine etc... Good luck.

Probably not: If you are having anesthesia for this procedure, you will have either general anesthesia, sedation ("monitored anesthesia care") or a spinal anesthetic. Any of these anesthetics will have to be matched to your medical history as well as the stimulation of the procedure. That being said, if you receive general anesthesia you will not wake up during the procedure, regardless of the stimulation.
