Diabetes: Ideal blood sugar should be near 100 or less
the side effect of being too aggressive in lowering sugar is hypoglycemia. Yet, in large studies, that's the price you pay for good control and avoidance of complications since those who never get hypoglycemia typically run higher averages and may get complications sooner.

Depends on symptoms: No matter how low your blood sugar goes, you don't necessarily have to feel cold, clammy or lightheaded. If you do feel those things you might want to swallow some real granulated sugar, of which you should always have a packet or two in your pocket or purse. If it is not so urgent, but you feel it coming on, you could try something less dramatic like a cracker or two, a banana, like that.

125 - 150 : A fasting blood sugar of 125 and a blood sugar 1hr after eating of 140 would be good. An a1c test measures your average sugar for the previous 90 days. An a1c of less than 7 is recommended and that correlates to an average blood sugar of 150.
