Probably not: Skeletal maturity is the best answer to when is to young. If your bones are not done growing, then we really shouldn't be performing joint replacements yet. However, the best answer is when non-surgical treatment is not helping anymore, pain is not tolerable anymore and and function is worsening and your activities of daily living are becoming a struggle. Xrays show lost space between the bones.
