Only on exertion: Lack of exercise shouldn't make you short of breath on ordinary activity, just on heavier exertion, like playing ball as a weekend warrior. If you are short of breath on ordinary activity like walking and housework, that might need attention to check your heart and lungs and rule out a situation like anemia.
