No: If it's still fractured after 3 months, it may be considered a nonunion. An injection only masks the pain, but does not treat the problem. You may benefit from a bone stimulator and improved nutrition. Also, since it hasn't been treated it properly, you may benefit from reduced swelling by off-loading the area or splinting the toe. I'd recommend seeing a different doctor for another opinion.

is fx healed: It depends on the findings, but if the fracture is not healed it needs to be fixed via surgery, if it is healed a strapping of the foot may be helpful, see a podiatrist for evaluation and treatment.
