Need to see it: It's difficult to know without seeing what you describe - but the central opening of the lacrimal punctum can appear as a black spot, so this likely is normal. See your doctor if pain, swelling, dry or red eyes develop.

Unusual: This could be a dark object stuck on/in the punctum, or a nevus next to it. Try flushing it out with artificial tears and machanical motion with a cotton tip applicator. If still persistent, then have an ophthalmologist look at it for definitive diagnosis.
