Vein: Very likely is a vein and not an artery. If you could feel it pulsating in rhythm with your heart beat then is an artery. In any case I do not think it represents an issue. I am not certain of the significance of the twitching you mention. One good piece of information is the lack of pain. It is always good to discuss this with your physician to evaluate if there is a need for further testing.
