Yes: But there is often some tricuspid regurgitation in people with "normal" hearts and lungs too. The quality of the echocardiogram images (and the reader's experience) are just important before you try to diagnose pulmonary hypertension.

PH and TR: An echocardiogram can be used to screen for pulmonary hypertension by measuring the degree of tricuspid regurgitation (tr). While it is unusual, there are some instances where tr is not seen, yet the patient still has ph.
