Dry skin vs eczema: Dry skin is the most common culprit of itchy skin. Use a moisturizer that replenishes the skin. My top pics are cerave, cetaphil daily advance ultra hydrating, eucerin professional repair - and if you have eczema cetaphil restoriderm. I see you are on an antihistamine and Hydrocortisone as well - make sure you follow-up with a derm if not improving in 1 week.

Factors to consider: I need to know more about this itchy area. Is it red? Do you have a rash? One side or both sides? What kind of exposures have you had? This could be contact dermatitis, insect bite, or even lichen planus. Generally speaking, you will need to see your physician who might prescribe some steroid medication and anti-itch pills. However, it depends on what the diagnosis is.
