Okay: It's not normal to be dialated, but what is considered dialated does change in your circumstance. In consideration of dr. Lawson's response i would agree with him.

Probably ok: If your other deliveries were vaginal, you probably have some uterine prolapse. This means your cervix will be lower in your vaginal and easier to reach. In addition to outside of the cervix is usually open all the time even when not pregnant. We call this a multiparous cervix. Firm is good, would be concerned if it was already softening this early.
