No: If someone is allergic to anything just because it is sweet, it is most likely psychological. The agent causing allergic reactions is made of protein and sugar is not a protein. Whether sugar can cause hyperactivity in children or not is one thing i can never explain.

Not likely: You cannot get allergy to the sugars in sweets a portion of which in fact are the sugars that normally circulate in your blood stream. Your bf probably ate some contaminated sweets or perhaps just got some bad advice. He can start eating sweets if he wants to and will probably do fine.
