Bedtime Routine: It helps to remove electronics from room except for music. No tv an hour before bed. A great way to start a bedtime ritual is with reading books with your child. Even 20 minutes can be relaxing for you both. Also have your child pick out a special toy to sleep with. A warm bath can also be helpful in creating a relaxing bedtime routine. Also you might want to eliminate or shorten afternoon naps.

Speaking as a: Father of three children. Really try and keep her on a consistent sleeping schedule. My children at that age went to bed at 8 plus or minus 15 minute 95% of the time. I know its hard but stick to it. Next pay attention to the few hours prior to bedtime. Clam serene time. My wife or i read to them for 15 to 20 minutes. Then lights out. The trick is to be consistent and patient. It works.

Abnormal: What you describe is abnormal more likely diagnosis among others are insomnia and sleep disordered breathing. She needs an expert sleep interview to decide about next step. Don't leave this alone it can cause academic decline and other problems. In kids this age if its sleep breathing issue most of it is solved by removing tonsils and adenoid.
