Maybe: Veins usually don't pulsate, arteries do. Need to see doctor to make sure there is no aneurysm (weakness in vessel wall).

Several options.: Neither arteries nor veins should be painful. Veins can be painful if they have a clot within them. Pain in the the groin could be due to many things such as a muscle strain or a hernia. What you describe does not seem to be a clot. You should see a vascular surgeon for a full evaluation of your arteries and veins.

Veins don't pulsate: As dr. Barkan said, veins shouldn't have a pulse and as dr. Landi said, it doesn't sound as though this is a clot. I certainly concur that a doctor should check it out.

Does not sound like: The femoral pulse is palpable in the left groin (at the crease of the upper thigh) & usually is not painful. If she is having pain in that area, she might have a femoral aneurysm, an inflammed lymph node in that area, hernia in that location, but unlikely varicose veins. The best way to sort that out is a physical exam by a doctor & likely an ultrasound of that area. Consdier vascular consult.
